Miscreants at work again, four APSTS buses charred

ITANAGAR, Feb 5: In a shocking incident, hooligans last night burnt down four buses of Arunachal Pradesh State Transport Service (APSTS) and caused extensive damage to few other buses inside the compound of transport station, Ganga, Itanagar. The damage could have been more extensive had fire tenders not arrived in right time. As per the report, mob went into rampage after two boys got seriously injured in an accident. The bike collided head on with APSTS bus carrying security personnel at around 10.15 pm near the office of this daily.
Alleging that security personnel did not help the two victims, the mob went unruly. However police took the bus to Itanagar police station. Angry with the action of police, the mob tried to set ablaze the police station demanding that authority hand over the bus driver to them. Both the victims are currently undergoing treatment in RK Mission hospital and their condition is stated to be critical.
Capital SP Hibu Tamang informed that immediately after getting report of accident, police team had rushed to the spot.
“The police reached the spot to carry out the investigation. But the unruly crowd did not let us do any work and started pelting stones on us,” said SP Tamang.
He further added, “Police had to lob two tear gas shells to disperse the mob at Itanagar PS. At around 12 PM, the group went to STS station, Ganga and set on fire the four buses and damaged many others.”
According to the sources, police had deployed security forces around APSTS bus terminus but in front of strong mob they became helpless. No arrest has been made till the filing of this report.
Meanwhile, friends of accident victims claim that police inaction to save life of two boys provoked them.”The two boys in pool of blood were kept near by the roadside. The bus was carrying security personnel and they should have taken the victim to hospital immediately after accident. But they did not and we had to take help of other people. This delay could have taken the life of victim,” informed one of the friends of victim.
Reacting to the incident, state Transport Minister Jarkar Gamlin appealed to the people not to take law in their own hands. Talking about the road accident which resulted in destruction of APST buses, Gamlin further said, “If the bus driver did any mistake, the agitating mob should lodge complaint with the police and allow the police to investigate into the matter as per law instead taking law in to hand.”
The state Govt had introduced the APST bus service mainly for the poor people living in remote area of the state, minister said adding damage of public property like APSTS buses will badly affect its service for the people.
Moreover, if private parties are invited to run the APST bus service under the private pubic partnership model unlike the APSTS, the private agencies will prefer to run the buses in town areas thereby creating communication problem for the remote people, he added. All Arunachal Pradesh State Transport Employees Welfare Association has given 20 days ultimatum to the concern authority to arrest culprits involved in last night incident. Failing this association has threatened to launch democratic movement. This is the second time; STS station has been set on blaze. On November 4, 2011 unknown miscreants had burnt down 3 buses of APSTS. The police are yet to make any arrest till date regarding that case too.

Condemning the destruction of public properties like buses the organization further demanded immediate arrest of the miscreants who were involved in destruction of APSTS buses, action against the forces deployed in APST station for their alleged inaction and removal of fuel depot from Itanagar STS bus station complex.
Other demands of the organization include establishment of police beat in every APTST station in state, construction of protection wall and establishment of permanent fire station at Itanagar STS station. It said, fire extinguisher should be provided at Itanagar STS station as immediate measures.
Dr Moter Jini Gamlin passes away

ITANAGAR, Feb 5: Dr. Moter Jini Gamlin, the 44 year old wife of former Chief Minister Jarbom Gamlin, has passed away this evening at a private hospital in Guwahati.
She leaves behind her husband, a 13-
She was born on April 17, 1968 to social reformer Dagmo and Tongam Jini of Jini village in West Siang. A brilliant student, she completed her MBBS from Lady Hardinge’s Medical College, New Delhi in 1995. Four years later, she married Gamlin.
Dr Jini Gamlin had been unwell since Dec 2008 and undergone extensive treatment in Delhi and later at Guwahati. Her mortal remains is being brought back from Guwahati and according to family sources, will be laid to rest at Aalo on Feb 07.
Arunachal Pradesh Governor General (Retd) JJ Singh has expressed shock and grief at the sad demise of Dr. Moter Jini Gamlin.
The Governor conveyed his sympathy to Gamlin and the bereaved family members.
“My wife Anupama and I join all the people of the State in conveying our heartfelt condolences. We pray to Almighty God to give you strength to bear this tragedy and offer our prayers for eternal peace of the departed soul”, the Governor said a condolence letter to Gamlin.
Chief Minister Nabam Tuki in a message has also expressed his heartfelt condolences at the demise of Late Jini Gamlin.
In his condolence message to former Chief Minister Jarbom Gamlin, Tuki wrote “I am aware, how painful it is to you to be deprived of the love and affection of a wife and the futility of these words of condolences. But we should take solace in the eternal truth that the soul is immortal”.
“May Almighty God give enough strength and courage to your family members to bear this irreparable loss”, the message further added.
Galo Welfare Society has also mourned the demise of Late Dr Jini Gamlin.

and English, which is on a painted metal plate, erected beside the structure. On

The book also has the translation of the inscription, which mentions: "I, the Dhingia Bara Gohain do engrave on the, stone pillar and the copper plate these writings (with the strength of which) the Mishmis are to dwell on the hills near the Dibang River with their families, children attendants and followers. They will occupy all the hills. They will give four basketful of poison and other things as tribute and keep watch on the body of the fat Gohain (Sadiya Khowa Gohain). If anybody happens to be in possession of and wishes to remain on all sides (of the hills), he is prohibited from encroachment. If any body would dwell by the side of the hills, he would surely become a slave (of the Mishmis). I do proclaim wide that if anybody sits exalted, he should break the agreement and break the stone.”
The pillar is the only little evidence that establishes the contact between the hill tribes (of Arunachal) and the Ahoms. Prior to Ahom annexation of Sadiya in 1522, the Chutiyas ruled this northeastern part of Assam. The Ahoms established their rule by instituting the position of Sadiya Khowa Gohain, the governor in charge of Sadiya. According to the historians, the Mishmis and Ahoms maintained complete peace and amity from 16th century to the advent of British in 1826. Colonel Ved Prakash in his book ‘Encyclopedia of North East India’ mentions the Snake Pillar as the record of treaty of friendship between Mishmis and Dhingia Bara Gohain, an Ahom minister for Sadiya Khowa Gohain.
TCS calls for strong case against Bohun Bo
ITANAGAR, Feb 5: While expressing relief at the arrest of Bohun Bo, the master mind of Daporijo MMS scandal, the Tagin Cultural Society (TCS) has requested the DGP to appoint an officer who has excellent record in investigation of criminal cases.
‘With background of police officer he knows loopholes of criminal justice system, as such, he might try to take advantage of the same if the IO does not prepare an evidently good prosecution case,’ the Society said.
By absconding he has already jumped one of the main conditions of interim bail bond hence question should not arise for enlarging him on regular bail so soon, it said. In a strongly worded release, the TWS further stated that “Bo not only appears to be weird, pervert & threat to society but his reported impersonation as a CBI officer and possible linkages with UG elements makes him a threat to National Security too”.
While suggesting further investigation in order to ascertain these facts, the society further said that “ if proved, he should be convicted & put behind bar for maximum term of his life as letting him loose would be a threat to the society as well as to the security of the nation.”

Outreach health camp at remote Lazu
ITANAGAR, Feb 5: Tirap District Police and District Health Society have jointly organized an outreach health camp at Lazu village near the Myanmar international border today.
Altogether 249 patients, including children and pregnant women were benefitted from the health camp conducted by a team of doctors including Dr Sudhir Bagrodia, child specialist and Dr Diganto Burman from Dibrugarh. Free medicines were also distributed to the patients. Besides chief of Lazu village Wanggo Lowang, Khonsa DRCHO Dr K Perme, Dr K Socia, Dr K Matey, Dr MT Lazi and paramedical staff were present on the occasion.
Dr Bagrodia also visited the Mother Teresa Home orphanage and examined 27 orphans.

ITANAGAR, Feb 5: “Let us be employers, not simple employees” asserted Chief Minister Nabam Tuki while exhorting the students of Rajiv Gandhi Government Polytechnic to make use of their technical knowhow to start their own enterprises and gainfully help the government in easing the burden of employment problem.

While responding to a 10 point memorandum submitted by the institute fraternity which basically surrounded towards infrastructural development, the chief minister issued immediate directives to the work department and engineers present on the occasion to start exercising the survey work so that the requests could be addressed in the 12th Five Year Plan.

Departments plan for 12th five year plan

ITANAGAR, Feb 5: Capacity building, skill development and employment generation figure as prime agenda for the 12th Five Year Plan.
The Chief Minister has been chairing the review meeting with all the departments organized by the Planning Department here at CM’s conference hall from February 3 last and is expected to stretch for another 3 days. New policies and programmes envisioned by the departments during the 12th Five Year Plan are being extensively discussed.
Apart from infrastructural development, efforts would be put on to adopt PPP model for more participation of private sectors in the development wagon of the state. It may be recalled that the State Government had recently adopted the PPP model for various projects in the state. Tourism sector in particular has been chalked out for extensive PPP model in terms of accommodation, transportation and creation of Adventure Tourism Infrastructure and its promotion. Rural tourism through cluster approach has also been outlined in the vision besides opening up of new Tourist Circuits and promotion of religious tourism has been proposed.
While food security and revenue generation will be categorically emphasized, efforts would be put on to check revenue leakages.

The grieving family awaits justice

60 days has gone by since the passing away of late Chow Pipali Chowtang. All these days, his 89 year old grandfather, 79 year old grandmother and the whole grieving family members have been patiently waiting for justice.
They were anxiously watching with high hope for justice by the Enquiry team appointed
by the Deputy Commissioner, Lohit vide order no. vide No: LJ-
But even after anxiously waiting for full 60 days, the family members are yet to get any status report. They are yet to even receive any correspondence from the administration.
So, with a heavy heart, I am writing to you.
It's about the stagnant investigation of the local and district administration, the Arunachal Pradesh State Government and JNV Samiti in solving the case of the unnatural, untimely and mysterious death of two innocent students on 9th December outside JNV Mahadevpur School. They were boarder of JNV Mahadevpur.
This matter spread out like wild fire through the columns of your esteemed daily on 10th, 11th, 13th, 15th and 16th December 2011. And I dare to say that this matter was submitted to the Governor and Chief Minister personally by the students Union and the Youths Organisation of the concerned district, particularly Namsai and Lathao areas but even after 60 days no concrete report has been handed over to the grieving family till date.

I am indeed very sorry to say that the assurance given by the Governor and Chief Minister of Arunachal Pradesh to look into the matter and grant compensation to the poor and grieving family members of late Chow Pipali Choutang, son of Chow Laiawon Choutang of Lathao Village and late Ajeckso Manyu, son of Chowla Manyu of Wekhitliang village seem to be a false promise.
I dare to write and say that it is totally inhuman to keep quit and that’s why I am writing this letter to your daily to let the Arunachal Government and the JNV Samiti know how the poor and helpless families of Chow Lajawon Choutang of Lathao and Chowla Manyu of Wekhetliang were devastated by the tragic end of their beloved and loving young sons. Both of them were brilliant, well disciplined and excellent in all activities. The dreams which their poor parents have nourished for years are really unimaginable. It is beyond us to calculate the pain and loss they faced.

Baseless allegations
Dear Editor,
The allegations against the RWD Executive Engineer, Roing Division are totally baseless, politically motivated and fabricated.
A PDS Godown with a sanctioned cost of 20.94 Lacs is under construction at Etalin,
Dibang Valley District. The work was started by the reputed local contractor of Anini.
It is a small project in a far-
And the decision taken was on the basis of a consensus directive and instructions.
If the public of Dibang Valley desires tender could be floated for the next project by taking all concerns into confidence as desired by the higher authorities and the state government. No work is allotted without the approval of the authority and consent of the public and their leaders.
The people of Dibang Valley have always been cooperating with the executing agency giving momentum to most of the government projects in their greater welfare.
Such decision would also provide employment to the educated unemployed people of the area.
And the media should have seen the local situation and take the entire picture into consideration before leveling unsubstantiated allegations to tarnish the image of officers and the government, which is not the objective of the Press.

Options for cancer treatment
Dear Editor,
Cancer is one of the killer diseases in Arunachal. There are many causes as to how a person incurs this deadly disease and many of them are very well known to us. Yet we act and behave so carelessly. We many a times forget that stitch in time saves nine.
I urge my fellow being to avoid those things harmful to our health and go for regular medical checkups. The main motto of writing this article is my little experience and understanding about cancer. Many a times, cancer patients in Arunachal undertake treatment in Itanagar or at the most in Gauhati where the medical expenditures are very high.
But there are many good government hospitals and establishments in other parts of our country with much better facilities for fighting cancer and the expenditure is at far less than the expenditure in Gauhati or Itanagar. One such institution is Tata Memorial Hospital in Mumbai, Maharashtra. There are many government concessions for the cancer patients like medicines are available at subsidised rates, concessions in flight and railway fares. People should avail these facilities. The poor knowledge and lack of education among the poor people are the main barriers.
Therefore I urge all the educated readers of The Arunachal Times to spread this message, reach to as many people you can and help save precious live.
